Thu Thiem is poised to become Ho Chi Minh City’s new center, with strategic positioning as an international financial hub and a vital growth engine for the city.
Thu Thiem’s Strategic Position
The Thu Thiem peninsula has been compared to Manhattan, drawing parallels to New York’s iconic status, thanks to its exceptional location and tremendous potential for development as a modern urban center. Recognizing this opportunity, Ho Chi Minh City initiated comprehensive planning for Thu Thiem’s development beginning in the 1990s.
By the 2000s, Thu Thiem’s vision began to take shape through detailed master planning. In 2005, the peninsula was officially designated as Ho Chi Minh City’s new center. Since then, systematic development has proceeded, including the completion of transportation infrastructure, urban amenities, and landscaping.

The Thu Thiem new urban area spans 657 hectares on the east bank of the Saigon River, directly opposite District 1. This masterfully planned district is positioned as the city and region’s premier financial, commercial, and luxury service hub, with international standards and world-class cultural and entertainment offerings.
Ho Chi Minh City envisions Thu Thiem as a sustainable new urban district that harmoniously integrates with its natural landscape, while providing abundant green spaces, modern amenities, and comprehensive public facilities for residents and professionals.
Thu Thiem’s Vision and Development Plan
According to the approved 1/2,000 master plan for Thu Thiem Urban Area, the district is organized into five primary zones: the central core area, the northern residential district, the Mai Chi Tho Avenue residential corridor, the eastern residential area, and the southern waterfront area. The development is designed to accommodate a permanent population of 145,000 residents and a regular working population of 217,000, with capacity for up to 1 million visitors during peak periods and 1,719 serviced apartment units.

The Thu Thiem urban area is strategically served by Mai Chi Tho Avenue, a major radial axis that passes through Thu Thiem and connects to central District 1 via a tunnel beneath the Saigon River. This route also provides rapid access to the Ho Chi Minh City – Long Thanh – Dau Giay expressway, facilitating efficient connectivity to surrounding localities.

As a peninsula, Thu Thiem’s connectivity to surrounding areas represents a major investment priority. The district is already well-served by Hanoi Highway and Thu Thiem Bridge to the north, while the completed Thu Thiem 2 Bridge provides direct access to District 1. Plans include the future Thu Thiem 4 Bridge connecting to District 7 through the Tan Thuan Export Processing Zone.
To the east, Dong Van Cong road serves as a vital thoroughfare, linking Thu Thiem with Vo Chi Cong Street and Cat Lai Port.
Within the peninsula, several key routes enhance internal connectivity, including the arc boulevard (Tran Bach Dang Street), lakeside road (To Huu Street), riverside road (Nguyen Thien Thanh Street), delta road (Bui Thien Ngo Street), and the north-south thoroughfare.

Within the urban district, iconic towers will be strategically positioned along the boulevard arc on Tran Bach Dang street and surrounding the central plaza. Key public landmarks include the Convention and Exhibition Center, connected via pedestrian bridge across Canal No. 1 to the museum, as well as the Symphony Theater and Planning Information Center.
Establishing a Financial Center in Thu Thiem
Alongside robust infrastructure development, Ho Chi Minh City is positioning Thu Thiem as a premier regional and international financial center. Beyond constructing iconic skyscrapers and landmark buildings, Thu Thiem is being developed as a major economic engine, poised to drive significant GDP growth for Ho Chi Minh City in the coming years.

Ho Chi Minh City is Vietnam’s preeminent financial center. The challenge now is to expand its influence and reach on a regional and international scale. Current figures show the city hosts 2,138 banking and financial institutions, comprising headquarters, representative offices, and branches of 50 foreign-owned banks, 31 joint-stock commercial banks, and 4 state-owned banks.
Ho Chi Minh City mobilizes more than 24% of the nation’s total capital, while its outstanding loans represent over 28% of the country’s total credit portfolio. The city also accounts for approximately 95% of the nation’s stock market capitalization.
Ho Chi Minh City benefits from its distinct time zone relative to the world’s 21 largest financial centers, a unique advantage for capturing capital flows when these major markets close. The city is also positioned just a 3-hour flight from dynamic Asian economies including Singapore, Malaysia, Indonesia, Thailand, India, and China, with Japan, South Korea, and Taiwan within reach.
The Government has recently issued a draft National Assembly resolution proposing specific mechanisms and policies for Ho Chi Minh City’s development, replacing Resolution 54. This resolution will be reviewed by the National Assembly Standing Committee and presented to the National Assembly at the upcoming 5th session. Notably, the city will be granted increased authority to boost local budget revenue beyond existing capital allocations in the medium-term public investment plan, with dedicated funding for poverty reduction and employment creation initiatives.

According to Dr. Dinh The Hien, an economic expert, infrastructure alone cannot establish a financial center overnight. What is essential is a clear and transparent policy framework that attracts financial investors to establish operations and headquarters in Thu Thiem. Additionally, Ho Chi Minh City can capitalize on emerging trends by embracing new financial sectors such as fintech.
Dr. Tran Du Lich, a member of the Prime Minister’s Economic Advisory Council, emphasizes that developing a financial center in Thu Thiem requires coordinated efforts across the nation, not just Ho Chi Minh City. Thu Thiem will serve as a growth engine for the entire country, channeling capital throughout the economy. Consequently, tailored policies specific to Thu Thiem’s development are critical.
With its considerable strengths, Thu Thiem represents an exceptional destination for those seeking premium living, working, entertainment, and shopping experiences.
Thu Thiem—the emerging District 1.2 (an enhanced version of District 1)—introduces a completely new standard of modern urban living: free from congestion, unrestricted by infrastructure limitations, and unburdened by haphazard development and confined residential spaces.
Projects including Empire City alongside Lotte Eco Smart City, Metropole, The River, Ziet River, and Sala will establish a premier urban district in Vietnam.
