Behind the vision of Thu Thiem Station Complex lies more than the creation of an integrated project with a transit hub – it represents a new perspective on how Ho Chi Minh City residents will live, connect, and experience urban life in the future. To fully understand this vision, we must start with a question few people ask: what can a station become, beyond a place to pass through? The answer lies in the TOD model – and in its most advanced iteration, TOD 5.0, proposed for the first time in Vietnam right at Thu Thiem Station.
What is TOD and Why Does It Continue to Evolve
TOD (Transit-Oriented Development) is an urban development model centered on public transportation. Rather than leaving a station isolated as infrastructure, TOD transforms the surrounding area into a hub of residential, commercial, and service activities.
What is fascinating about TOD is that it doesn’t remain static. From Tokyo and Hong Kong to Singapore and Dubai, this model continuously evolves with each stage of urban development. Each generation of TOD solves different challenges – and understanding this evolution is the clearest way to see why TOD 5.0 is considered such a remarkable milestone.

Five Generations of TOD: The Journey from “Movement” to “Experience”

TOD 1.0 – The Station as a Transfer Point
At its inception, the station was simply a physical transfer point, isolated from urban life. Its role was limited to moving people through. The challenge solved was merely connectivity.
TOD 2.0 – Connecting to Amenities Within Walking Distance
With TOD 2.0, the station began integrating with facilities and amenities within walking distance. Bangkok’s BTS Skytrain network is a familiar example: stations connect directly to shopping centers via pedestrian bridges. People began to be prioritized over personal vehicles.
TOD 3.0 – The Core of a Multi-Functional Ecosystem
TOD 3.0 elevates the station to the core of a multi-functional ecosystem. Here, residential, work, commercial, and entertainment spaces are seamlessly connected, prioritizing pedestrian experience. Hong Kong’s multi-level skywalk system allows residents to live, work, and enjoy leisure activities in a nearly self-contained urban structure around the station.

TOD 4.0 – When Nature and Sustainability Become Priorities
TOD 4.0 expands the model by integrating nature, green spaces, and public areas, aiming for a more sustainable and experiential city. At this level, building density yields to green space. Tokyo’s Azabudai Hills – with its “vertical forests” and pedestrian networks designed to reduce carbon emissions – exemplifies this approach.
TOD 5.0 – Complete Integration and Enhancement Through “Wow Factors”
With TOD 5.0, a complete integrated urban ecosystem is formed, combining all values from TOD 1.0 through TOD 4.0. This model is simultaneously elevated through “wow factors” – distinctive elements that enhance experience, emotion, and destination appeal.

At this level, the station is no longer merely transportation infrastructure or a shopping hub. It is defined as an integrated experience destination where transportation, culture, commerce, and living spaces operate within a single ecosystem. Unlike traditional models focused on connectivity and density, TOD 5.0 aims to extend visitor dwell time, increase return frequency, and maintain continuous 24/7 urban rhythm. As its proponents describe it: this is a place where people don’t just pass through, but choose to stay.
Why Thu Thiem Station Heads Directly Toward TOD 5.0
A fair question: why pursue TOD 5.0 instead of the safer choice of TOD 3.0 or 4.0?
The answer lies in Thu Thiem Station’s position itself. As one of Ho Chi Minh City’s major transportation hubs where multiple strategic rail and metro lines converge, applying earlier TOD versions would represent an underutilization of potential. Advancing directly to TOD 5.0 – the most advanced version available today – is seen as a strategic choice to leap forward, narrowing the gap between Vietnamese and international urban standards.

This is why the Thu Thiem Station Complex is positioned as the first TOD 5.0 model proposed in Vietnam. To realize this vision, it was developed with international consulting firms: Nikken Sekkei (Japan) for master planning, Nippon Koei (Japan) for station concept, and Arup (UK) for transportation connectivity.
How TOD 5.0 Changes Life for Ho Chi Minh City Residents
For those living and working in the city, the significance of TOD 5.0 lies not in terminology, but in how a day unfolds. It means leaving home, boarding the metro, checking in and dropping off luggage at the station before heading to the airport, walking through an urban forest, shopping and working – all in one seamless journey without needing personal transportation.
By consolidating multiple needs into one point, the Thu Thiem Station Complex is expected to become a powerful urban magnet: strongly attracting people, capital, trade, and economic activities. The station, in this sense, becomes the “heartbeat” that coordinates the rhythm of an entire urban district.
